What is a moped and a moped car — and what’s the difference?
Both vehicles fall under the AM category, but they are quite different in nature.
A moped is a two-wheeled vehicle with an engine capacity of up to 50 cm³ and a maximum speed of 45 km/h. Mopeds are light, economical and ideal for getting around the city — parking is easy, fuel consumption is low and maintenance is affordable.
A moped car (also known as a light quadricycle or microcar) is a four-wheeled vehicle that also falls under the AM category. The moped car’s speed is likewise limited to 45 km/h and the engine capacity does not exceed 50 cm³. A moped car offers better protection from the weather and can carry the driver plus one passenger.

What is the AM category and who is it for?
The AM category is the lowest motor vehicle licence category in Estonia. It gives the right to ride:
● mopeds (up to 50 cm³, up to 45 km/h);
● moped cars (up to 50 cm³, up to 45 km/h);
● scooters that meet the same technical restrictions.
The AM category is aimed primarily at young people who want to start getting around independently before reaching adulthood. In Tallinn this is especially practical — public transport doesn’t always go exactly where you need it to, and a moped often gets you there faster than a car.
Important exception: if you were born before 1993, you are legally permitted to ride a moped without a licence.
What age do you need to be to ride a moped?
This is one of the most frequently asked questions — and the answer is straightforward:
● From age 14 you can start AM category training and sit state exams.
● Under 15 a learner requires written consent from a legal guardian to obtain riding rights.
● From age 14 participation in official exams is permitted.
This makes the AM category one of the earliest driving licences available in Estonia — giving young people genuine independence at an early age.
How to get an AM category licence?
Getting an AM category licence follows a clear set of steps:
1. Enrol at a driving school. Choose a school that offers an AM category course. Minimum age is 14.
2. Complete a first aid course. A first aid course is mandatory for obtaining an AM category licence.
3. Complete the theory training. The AM category course includes 24 hours of theory — traffic rules, road signs, vehicle mechanics and road safety.
4. Complete the practical training. 12 hours of practical riding lessons with an instructor.
5. Pass the theory exam. The state theory exam at the Transport Administration.
6. Pass the riding exam. A practical exam with an instructor.
7. Receive your licence. Once both exams are passed, the AM category licence is issued.
Do you need an AM category licence if you already have another licence?
No — and this is an important detail that many people don’t know.
If you already hold a licence in any other category (for example a category B car licence), AM category riding rights are granted automatically. No separate exams or applications are needed — the right to ride a moped is already included.
Moped vs moped car: which one to choose?
It depends primarily on what you need the vehicle for.
Choose a moped if:
● you mostly travel alone;
● you want an affordable solution with no parking headaches;
● you ride short distances around the city;
● you prefer a light and compact vehicle;
● you ride mainly in summer.
Choose a moped car if:
● you want protection from rain and cold;
● you occasionally need space for a passenger;
● you prefer a driving experience closer to a car;
● you are comfortable with a slightly higher price and running costs.
In both cases the same AM category licence applies and the same traffic rules are in force.
